ChinaTec Energy Group Co., Ltd., as entrusted, hereby issues an open Request for Quotation (RFQ) for the procurement of energy storage equipment for the construction of two energy storage power stations in Romania. Interested suppliers are sincerely invited to participate.
I. Project Overview and Scope of Quotation
Project Name: Energy Storage Equipment Procurement for Romania Energy Storage Power Stations

No. 1 Energy Storage Power Station: Făgăraș, Brașov County, Romania
No. 2 Energy Storage Power Station: ROMAQUA SEBEȘ, Alba County, Romania
Project Overview:
A 150MW/300MWh energy storage power station will be built in Făgăraș, Brașov County, Romania. The construction entity is GREENLEAP CLEAN ENERGY S.R.L., a local subsidiary of ChinaTec Energy Group Co., Ltd. The successful supplier shall sign a contract with this subsidiary.
A 4MW/20MWh energy storage power station will be built in ROMAQUA SEBEȘ, Alba County, Romania. The construction entity is a cooperative partner of ChinaTec Energy Group Co., Ltd. in Romania, and the successful supplier shall sign a contract with this cooperative partner.
The two power stations are mainly used for participating in the electricity spot market transactions and providing peak-shaving auxiliary services. The 150MW/300MWh energy storage power station will be constructed in two phases. Phase I is equipped with a set of 110MWh energy storage equipment, with a grid connection voltage of 400kV. The 4MW/20MWh energy storage equipment has a grid connection voltage of 33kV. This quotation is only for Phase I.

Scope of Quotation:
This quotation only covers the supply for Phase I:
Supply one set of 110MWh energy storage equipment for the project in Făgăraș, Brașov County.
Supply one set of 20MWh energy storage equipment for the project in ROMAQUA SEBEȘ, Alba County.
II. Qualification Requirements
Suppliers must hold a valid business license.
Joint venture responses are accepted for this RFQ.
No records of being explicitly prohibited from participating in bidding or quotation activities.
Different units with the same person in charge of the unit or with a holding or management relationship shall not participate in the quotation for this project.
III. Quality Standards and Warranty Period
All equipment and services must comply with current Romanian and EU regulations, grid connection codes (EN50549-1), safety standards (IEC 62619, IEC 62477), and environmental protection directives (RoHS, REACH). The Seller shall clearly specify the specific clauses meeting the above standards in the technical documents. Compliance with Chinese national standards (GB/T) can be provided as supplementary explanations for technical superiority.
Quality standards must conform to IEC 62933, IEC 62619, UL 9540A, CE and relevant EU and Romanian regulations.
Electrical Safety: IEC 61439, IEC 61940, IEC 60364
Battery System: IEC 62619 (Safety Standard for Energy Storage Batteries), IEC 62477-1 (Safety of Power Electronic Converters), UN 38.3 (Transport Certification)
Electromagnetic Compatibility (EMC): EN 61000-6-2 (Immunity for Industrial Environments), EN 61000-6-4 (Emission for Industrial Environments)
Grid Connection Requirements: EN 50549-1
Safety and Environmental Protection: CE Certification, RoHS Directive, REACH Regulation
Fire Protection: NFPA 855, EN 50604 (Safety Standard for Large Lithium Batteries)
Local Regulations: Comply with relevant regulations of the Romanian Energy Regulatory Authority (ANRE)
Warranty Period: 10-year warranty period, with a performance guarantee of State of Health (SOH) ≥ 80%.
IV. Delivery Schedule
The supply for Phase I of this project (including the 110MWh energy storage equipment in Făgăraș, Brașov County and the 20MWh energy storage equipment in ROMAQUA SEBEȘ, Alba County) must be delivered to the Port of Constanța, Romania by the end of October 2026.
V. Evaluation Method
This project adopts the Comprehensive Scoring Method.
