To All Potential Suppliers:
China Energy Technology Group Co., Ltd. (hereinafter referred to as "CETG") is now conducting an open inquiry for the photovoltaic module procurement of Shenzhen Luohu District Water Affairs Bureau Distributed Photovoltaic Power Generation Project. We sincerely invite interested suppliers to participate. The construction unit of this project is Shenzhen Golden Bee Energy Co., Ltd. (hereinafter referred to as "Golden Bee Energy"), and the successful supplier will sign the contract with Golden Bee Energy.
I. Project Overview and Inquiry Scope
Project Name: Shenzhen Luohu District Water Affairs Bureau Distributed Photovoltaic Power Generation Project Module Procurement
Implementation Location: Shenzhen Luohu District Huangbei Street Yanfang Road No. 63, Shenshui Building 
Project Description: The photovoltaic modules to be purchased will be used for the construction of photovoltaic power generation systems on the rooftops of the main building and annex building, as well as in the parking area of Shenzhen Luohu District Water Affairs Bureau.
Funding Source: Self-financed

Purchase of 283 units of 645Wp monocrystalline silicon double-glass photovoltaic modules

II. Qualification Requirements
Supplier Type: The applicant must be either:
A manufacturing enterprise of photovoltaic modules; or
An authorized agent of a manufacturing enterprise (with a project or regional authorization document)
Legal Status: The applicant must be registered in the People's Republic of China, have an independent legal person status, and hold a valid business license.
Product Standards: The photovoltaic modules must meet relevant national standards and specifications. The bidding products must have passed certification by TUV/UL/VDE or equivalent third-party certification bodies, and have reliability test reports issued by professional testing institutions with ISO/IEC 17025 qualification that comply with national standards (or IEC standards).
Joint Bidding: Consortium bidding is not accepted for this inquiry.
No Prohibition Records: The applicant must not have any records that explicitly prohibit participation in bidding or inquiry.
Conflict of Interest: Units with the same legal representative or with holding/management relationships are not allowed to participate in the same inquiry.
III. Quality Standards and Warranty Period
Quality Standards: The photovoltaic modules must meet relevant national standards and specifications, and have passed certification by TUV/UL/VDE or equivalent third-party certification bodies, with reliability test reports issued by professional testing institutions with ISO/IEC 17025 qualification that comply with national standards (or IEC standards).
Warranty Period:
15-year product quality and workmanship warranty
25-year linear power warranty
IV. Delivery Period
Within 15 calendar days after the contract is signed, delivery must be completed as per the purchaser's notice.
Modules shall be shipped in full vehicle loads to the purchaser's designated location for delivery at the vehicle platform.
V. Payment Terms
Advance Payment: Within 3 working days after the contract is signed, the purchaser shall pay 50% of the contract price as an advance payment to the supplier.
Balance Payment: The remaining 50% of the contract price shall be paid in full (interest-free) by the purchaser within 7 working days after the supplier delivers the goods and they pass the purchaser's acceptance.
VI. Evaluation Method
This project uses the comprehensive scoring method for evaluation.

After the submission deadline, suppliers must inform the purchaser of the decryption password by phone; otherwise, it will be deemed as withdrawal of the response 
Suppliers may subsequently mail the physical documents to the same address as above
Rejection Criteria: Late deliveries, deliveries to incorrect locations, or documents that are not properly sealed or marked will not be accepted.

XII. Important Notes
All costs incurred by suppliers in participating in this inquiry shall be borne by themselves.
The purchaser reserves the right to accept or reject any response without giving reasons.
This inquiry does not constitute a binding contract, and the contract will only be formed after the successful supplier is determined and the formal contract is signed.
Any modification to this inquiry announcement will be published on the same media and will be binding on all parties.
The interpretation of this inquiry announcement shall be at the sole discretion of the purchaser.
